fix(telemetry): adopt breadboard v0.65.0 and pin bb_pub + esp-mqtt to core 0 (TA-432) (#540)

on dual-core no-PSRAM boards (wroom32/cyd/tdongle) the floating bb_pub worker and esp-mqtt task could race during publish/reconnect and assert-reboot. pin both to core 0 via the BB_PUB_WORKER_CORE knob breadboard exposes as of v0.65.0; bump the breadboard pin to v0.65.0 so the knob (and the rest of the 0.30.1 bb fixes + the new /api/telemetry/metrics endpoint) are present.
