Dockerfile: make Tomcat port configurable

Allow runtime injection of the HTTP port and improve Dockerfile hygiene. Changes: normalize FROM alias to AS; add -y to apt install and clean /var/lib/apt/lists/* to reduce image size; keep ErrorReportValve modification; add sed to replace the Connector port with a variable, add ENV PORT=8080 and a CMD that injects PORT into CATALINA_OPTS before starting Tomcat. These changes enable deployment platforms to override the port (e.g. via PORT env) and tidy up package installation.
