chore(release): rpc_dart 4.0.0 (major; breaking changes shipped honestly)

Bump rpc_dart 3.5.1 -> 4.0.0 because it removes the RpcTransportRouter/
StreamDistributor exports (moved to rpc_notify) and enforces printable-ASCII
metadata values. Widen the `rpc_dart` constraint to `>=3.3.0 <5.0.0` in every
dependent package so they work across the 3.x->4.x boundary and the workspace
resolves.
