Improve VitePress config and docs workflow (#814)

* Update config.ts

- Add NPM link
- Expand search details by default
  - Add option to collapse sidebar sections
  - Reword edit link
  - Display the right sidebar for h3 headings

* Rebuild docs when `package.json` changes

- If the pg-boss version is bumped, the docs should be rebuilt to ensure the app version in the navbar is correct.
- Don't run the docs deploy process in forked repos

* Delete .nojekyll
