web-ui: format dashboard multi-day axis labels (#1147)

Update the dashboard chart specifications and implementation so x-axis tick labels include both date and time when the selected range exceeds 24 hours. Keep 24h and shorter ranges time-only, and add regression coverage for preset and custom multi-day ranges.
