ci: add automatic release workflow

- Add semantic-release workflow cutting releases from `staging` via a GitHub App token, then fast-forwarding `master` and force-pushing `sonar-latest`
- Add [tool.semantic_release] config, poe release tasks, dev dep and changelog marker
- Pin all workflow actions to immutable SHAs
- Add dependabot.yml
