test: cover non-list hardware-map entry in extract_blacklists (#71)

The defensive `if not isinstance(items, list): continue` branch in
extract_blacklists was untested, leaving one runtime line uncovered and
dipping overall coverage. Add a malformed map entry to the existing test
so the branch is exercised.
