project: add deploy-rb man page and deploy-jbt alias

Add a deploy-rb.1 man page and track it in the cz version files so its
.Os version bumps with releases.

deploy-rb now defaults --type to jbt when invoked as deploy-jbt,
comparing argv[0]'s stem so a .exe suffix is ignored. Install that name
as an alias of deploy-rb: a symbolic link for the binary and man page on
Unix, and a copy on Windows where symlinks need elevated privileges.
