project: install nlohmann-json in CI and packaging

deploy-rb depends on nlohmann-json, which vcpkg already provides for the
MSVC build. Install it in the remaining build paths: brew (macOS),
pacboy (MSYS2), and apt (Linux) in the CMake workflow, apt in the CodeQL
and tests workflows, the snap build-packages, and as a new module in the
Flatpak manifest.
