Reference PyDev and Common instead of bundling them in the feature

The feature included the entire org.python.pydev.feature and packaged
edu.cuny.citytech.refactoring.common.core/.ui, even though both have
their own p2 update sites (already declared as <repository-reference>
in category.xml) and are already listed under <requires>. Drop the
packaging so they resolve from their own sites at install time; only
Hybridize's own bundles remain packaged.

WALA is untouched (not in the feature; Maven-distributed, must stay in
the published site).
