Bump rustworkx-core to 0.18.0 (#16448)

This commit increases the version of rustworkx-core we use to the latest
release: 0.18.0. The release notes for this release can be found here:

Overall this release has minor api impact and mostly adds new apis to
the rust api. However most importantly for qiskit it improves the
runtime performance of several functions qiskit uses. Additionally a new
function is added just to compute the longest path length of a dag
without storing the path. This is useful for
qiskit_circuit::dag_ciruit::DAGCircuit::depth which only cares about the
length and not the path. This updates the usage to leverage that faster
function.
