ci: fix qt4-update workflow fetching wrong branch

The qt4cg/qt4tests repo uses `master` not `main`. The previous curl call
to `commits/main` returned 404; `-f` silently dropped the output, leaving
LATEST empty and the workflow always bailing out with "no updates".

Switch to `git ls-remote refs/heads/master` which needs no token and
correctly tracks the repo's default branch.
