Add spherical k-means baseline and greedy section 7 routing (#110)

* Implement section 7 routing evaluation

Add optional search telemetry, shared indexer child-summary policies, and the first executable section-7 routing workflow with real-only materialization, beam-width panel evaluation, and section-7 artifacts. Update the affected spec packages and clustering plan to keep requirements, design, validation, and implementation traceable.

* Add spherical k-means baseline and greedy section 7 routing

- add the first-class lexongraph-spherical-kmeans crate and specs
- register spherical-kmeans in the evaluator and extend validation coverage
- switch section 7 evaluation to greedy beam routing and preserve realistic rerun support
