chore(rfd): Strip `Requires`/`Required by` links on promotion (#764)

When an RFD is promoted to Implemented, every RFD it `Requires` is
already Implemented or Superseded, meaning the dependency is permanently
satisfied and the link no longer serves a purpose.

The `rfd-promote` recipe now strips the `Requires` line from the
promoted file and removes the matching `Required by: RFD <this>`
back-link from each former target, keeping the RFD graph clean after
promotion.
