[PY] fix: deprecate teams-ai pypi package (#2893)

## Summary

This PR deprecates our teams-ai python package 

### Changes
- **pyproject.toml**: Added \Development Status :: 7 - Inactive\
classifier, bumped version to \1.8.2\
- **README.md**: Added deprecation warning banner pointing users to
[teams.py](https://github.com/microsoft/teams.py) as the successor

### After merge
A new release needs to be published to PyPI with these changes so the
deprecation notice appears on the package page.
