Deprecate teams-ai PyPI package

Mark the teams-ai package as inactive with Development Status :: 7 - Inactive
classifier and add deprecation warning banner pointing users to
https://github.com/microsoft/teams.py as the successor.

Bump version to 1.8.2 for the deprecation release.
