Split section 4 into clustering and packing evaluation (#106)

* Add evaluator execution-backend scaffolding and WGPU traceability

Add evaluator-side execution-backend selection scaffolding and reporting for the planned optional WGPU acceleration path.

- add wgpu-accel feature placeholder and acceleration selection model
- record execution backend in evaluator provenance and scorecards
- surface backend reporting in section-5 pair reports
- raise section-4 brute-force ground-truth cap to support realistic checked-in harvested qualification assets
- update evaluator/shared/DCBC specs for optional WGPU + CPU fallback direction and validation traceability

- add packing-stage reports, bounded leaf-size gates, and occupancy statistics
- make section 5 consume packed leaf outputs when available
- update evaluator validation tests for the new two-stage semantics
