Call super.__init__() with all args when derived exception class has an __init__ method

This gets rid of two B042 errors from our flake8 pre-commit linter.

This is generally a good idea since it works around edge cases of
pickle and copy.copy(). Such derived exception classes should also not
take any kwargs.
