chore(openspec): set up workflow and baseline specs

goschedviz had no written specifications; its behavior lived only
in code, which made it hard to review against or change
deliberately.

Adopt OpenSpec's spec-driven workflow so future changes have a
written contract. The initial change documents the system
as-built as the baseline (all requirements ADDED, no behavior
change) and is archived to populate openspec/specs/ with four
capabilities mirroring the package layout: scheduler-monitoring,
terminal-dashboard, cli, and the goroutine metrics reporter.
