TRUNK-6196: Document that purgePatient does not cascade clinical data (#6203)

purgePatient deletes only the person/patient rows (plus the person-level
names, addresses and attributes); it does not cascade-delete clinical data.
A patient that still has encounters, observations, orders, visits, conditions,
allergies or medication dispenses cannot be purged and the delete fails with a
foreign-key constraint violation - the void workflow is the supported path.

This is long-standing, intentional behaviour, but it was undocumented, which
led to it being filed as a bug (#6196). Note it on the PatientService.purgePatient
Javadoc so the next reader does not mistake it for an incomplete cascade.
