fix+test: cover ImportScannerImpl.matchesTypeName and fix @throws detection (#6759)

* test: add JUnit 5 test covering DeclarationNode.toString()

Tests both the no-children and with-children branches of toString() to
ensure the qualified name appears in output and children are rendered.

* test: add JUnit 5 tests for ImportScannerImpl.matchesTypeName via public API

Adds ImportScannerImplTest covering the private matchesTypeName method
through computeImports/getAllImports for @see, {@link}, @throws (simple
name and FQN), and method-parameter Javadoc tag scenarios.

Also fixes visitCtJavaDoc to include getParam() (e.g. the exception class
name in @throws tags) in the reconstructed javadoc string, so that
matchesTypeName can correctly detect type references in @throws tags.
