fix(subnet): allow all-ones host as gateway for IPv6 subnet (#6883)

IPv6 has no broadcast address (RFC 4291), but ValidateNetworkBroadcast
applied the broadcast check to both IPv4 and IPv6, rejecting the all-ones
host address (e.g. 190:255::1:ffff in 190:255::1:0/112) as a broadcast IP.
Skip the broadcast check for IPv6 so the all-ones host can be used as a
subnet gateway or pod IP.
