[design doc] Add shared LLDP data into networkd interface (#7120)

Chassis_id, system_name and system_description are shared by all NICs on
a host. Adding them into networkd interface so that they can be prepared
by XAPI and pushed to networkd. Otherwise, it would be costly for
networkd to query XAPI for each NIC.
