test: telemetry HW validation + soak scripts (#534)

- fleet_mqtt_reset.sh: switch a board to mqtt-plain + clear stale http/cert nvs (reboot-to-apply)

- ota_push.sh: push a firmware image and verify it boots clean on the new build

- run_matrix.sh: sequential transport matrix across the dev fleet

- soak_monitor.sh: poll the fleet for heap/resets/publish/buffer state, flag reboots + low heap
