devices: comment out tiff1 plugin (blocks staging)

The TIFF plugin's stage() raises
'OSError: Path "/" does not exist on IOC.' because the IOC's
TIFF1:FilePath PV is '/' and we never write a non-/ value to it.
Even with stage_sigs['enable']=0 the plugin's stage() still runs
the file_path validation step.

This blocked all flyscans in the 2026-06-16 testing session
after the num_images fixes (commits 1cb871e + f4a1323) landed.

The flyscan plan does not use TIFF.  Comment out the tiff1 entry
in eiger2's plugin list.  Re-enable + initialize TIFF1:FilePath
when TIFF output is wanted (write a real path via caput first,
then uncomment).
