Fix for Issue 258 (Do not render toolbar when all options are missing) (#564)

* Add table example that lacks anything displaying in the toolbar

* Prevent toolbar display when there is nothing to show in the toolbar

Looks through a hand-coded list of items that may appear in the toolbar to determine whether or not we display the toolbar. This list will need to be kept updated with any future toolbar additions.

* Add test for not rendering toolbar

* Fix case issue with dependency
