chore: update all dependencies to latest (#5)

Bump devDependencies to latest majors (eslint 10, typescript 6,
prettier 3, husky 9, lint-staged 17, c8 11, @types/node 24,
@types/tape 5) and replace unmaintained npm-run-all with npm-run-all2.

- Migrate ESLint to flat config (eslint.config.js); the inline
  eslintConfig block is no longer read by ESLint 10
- Update .husky/pre-commit and prepare script for Husky 9
- Set tsconfig moduleResolution to nodenext (TypeScript 6)
- Cast catch variables to Error (now typed unknown in TS 6)
- Reformat to Prettier 3 defaults
