chore: simplify release pipeline and remove manual changelog

- Migrate changelog generation to GoReleaser (using GitHub integration).
- Remove legacy `CHANGELOG.md` and manual npx-based generation.
- Streamline CI workflow to use `svu` for tagging only.
- Configure GoReleaser with custom changelog grouping and filtering.
