docs: add DoctorFrontmatter docs and update API docs

Add generated API documentation for Cecil\Command\DoctorFrontmatter and Cecil\Doctor\FrontmatterDoctor (new class and source file HTML), update docs indices, namespaces and searchIndex.js. Also refine the Collection Page Parser PATTERN regex for front-matter matching and adjust a line reference in ClearTmp documentation.
