feat: install latest fya in base docker image (#390)

bundle fya (claude print-mode PTY wrapper) into the base ghcr.io/umputun/ralphex image as an optional claude_command provider. resolves the latest github release at build time, installs the static linux binary for the target arch, and verifies it runs. propagates to ralphex-go via FROM.
