feat: install latest fya in base docker image

bundle fya (claude print-mode PTY wrapper) into the base ralphex image so
it is available out of the box as an optional claude_command provider. the
build resolves the latest fya github release and installs the static linux
binary for the target arch; propagates to ralphex-go via FROM.
