* Backport metrics collector template rendering to bullseye (1.8.1~wb100)

Cherry-pick #73 (render the collector from the bundled package template using cloud-supplied variables; payload scripts are never written or executed) onto release/wb-2606, plus the do_curl pylint suppression from #71 needed by the angry-pylint CI. Excludes the Debian 13 port #72, so the package keeps the bullseye-compatible curl dependency. Version 1.8.1~wb100: the 1.8.1 prefix matches the cloud >=1.8.1 gate that sends the rendering variables; the ~wb100 suffix sorts below the real 1.8.1 so a later trixie upgrade supersedes it.

* Use 1.8.1-wb100 and keep the upstream 1.8.1 changelog entry

Per review: version with a hyphen (1.8.1-wb100) to match the team's backport convention, and restore the original 1.8.1 changelog wording. The 1.8.1 prefix still satisfies the cloud >=1.8.1 gate that sends the rendering variables.

* Pin wbdev image to latest_bullseye for the bullseye build

CI defaulted to contactless/devenv:latest (trixie/python3.13), whose strict packaging lib rejects the Debian version 1.8.1-wb100 (InvalidVersion). defaultTargets bullseye-host alone does not switch the devenv image; pin it to the bullseye devenv so the package builds under python 3.9 as intended for the 2606 release.

* ci: re-trigger build to apply seeded WBDEV_IMAGE default
