Enhance Cecil docs: templates, i18n, pagination

Rework template lookup rules into a clear lookup table and clarify selection order. Add a Multilingual Sites section explaining cecil.yml language config, translated filename conventions, and how to render a language switcher. Add Pagination section describing global and per-section pagination settings and how to include the paginator in templates. Show how to register custom generators, Twig extensions, and output postprocessors and note the expected interfaces. Clarify the required header comment is only for contributions to the Cecil core. Update build command to `php cecil.phar build`. Improve search implementation instructions to create a `pages/search.json.md` and a `layouts/search.json.twig`. Add troubleshooting guidance to run `php cecil.phar doctor` and include its output when reporting issues.
