Switch to using Django's Select widget for the priority fields

Benefits:

* cleaner template
* the Select widget takes care of int/str coercion issues

Drawbacks:

* If we need to do small markup tweaks like adding a CSS class
  to a <select> or <option>, that's now harder to do.
