feat(bb_pub): on-device store-and-forward buffer on a new shared bb_ring primitive (B1-285) (#435)

- new bb_ring component (bounded ring of variable-length byte entries with per-entry ts+id, SPIRAM-preferred via bb_ring_espidf, evict-oldest, FIFO peek/pop)
- bb_pub captures serialized payloads on sink error and replays oldest-first on recovery, injecting captured_ms epoch so the receiver can backdate
- gated CONFIG_BB_PUB_BUFFER_ENABLE (default off, no-PSRAM safe)
- host: make check + make test green; 100% coverage on components/
