Snapshot only resumable (session-id-bearing) panes

A live end-to-end test with real claude surfaced that the manifest also recorded
the tmux session's idle shell pane. That pane is in managed_panes because
`#{@slopd_managed}` inherits the session-level marker option, so load_managed_panes
adopts it — a pre-existing quirk, independent of backup/restore. Such a pane has
no Claude session id and is correctly skipped on restore, but there is no reason
to persist it (or a pane still booting before its first SessionStart).

Filter the snapshot to panes with a recorded session id so the manifest holds
only what can actually be resumed.
