refactor: clean up BNG projection and update time formatting

- Refactor `EPSG:27700` projection string construction for better
  readability.
- Add `toTime` helper for consistent 24-hour time formatting in the
  `NextDeparturesLayer`.
- Clean up unused test mocks in `osdatahub/helpers.test.ts`.
