feat(telemetry): device transport/tls + rtos/rtc sources; reboot-to-apply sink model (B1-289) (#427)

- stamp device-reported transport + tls into every telemetry payload
- add bb_pub_rtos source (FreeRTOS task-stack high-water-marks); exclude benign
  system tasks (ipc/idle/timer) from min_free_stack to kill a false-positive (B1-278)
- extend bb_pub_info with reset_reason, ota_validated, and RTC clock + memory fields
- reboot-to-apply + register-on-enable: PATCH /api/telemetry validates + persists
  NVS only, boot wires exactly the one enabled sink (registration == enabled);
  retire the live-reconfigure subsystem (deletes bb_mqtt_reconfigure and the
  bb_sink_mqtt_default scaffolding), fixing B1-283 (TOCTOU UAF) and B1-288 (wroom32
  per-sink serialize churn). PATCH returns reboot_required; GET exposes pending_reboot
