fix(bb_tls_creds): include NUL terminator in resolved PEM length — mbedtls PEM parse requires it (#423)

- set *out_len = len + 1 on override and NVS paths (was len, causing
  mbedtls_x509_crt_parse to return MBEDTLS_ERR_X509_INVALID_FORMAT -0x2180)
- embedded path already reports length-including-NUL (EMBED_TXTFILES counts
  the appended NUL in _len) — add comment noting all three paths are consistent
- update test_bb_tls_creds_override_all_fields len assertions to strlen + 1
- replace test_bb_tls_creds_len_matches_strlen with two focused tests:
  test_bb_tls_creds_override_len_includes_nul and
  test_bb_tls_creds_nvs_len_includes_nul
