feat(term-search-lambda): regional term-search Lambda (TermIndex + BM25 + facets)

The whole-word sibling of search-lambda: runs TermIndex over in-region S3 range reads,
BM25-reranks via the .rrb impact sidecar (default-on), counts/filters facets via the
.rrf, and returns just this page's IDs + facet counts — keeping the ~76 MB resident term
dictionary + impacts off the client. Separate function from the trigram search-lambda
(different index family + memory/cold-start profile + query semantics). Env: INDEX_BUCKET,
TERM_KEY, IMPACTS_KEY, INDEX_FACETS_KEY. Builds native + arm64 (cargo lambda). Deploy
(new Lambda + Function URL + role *.rrt/*.rrb read + CloudFront wiring) pending.
