refactor: load PHP requirements from composer.json

Read PHP minimum version and required PHP extensions from composer.json and use them at runtime. Added Util::getPhpRequirements() and resolveComposerFilePath() (handles PHAR via Platform) to extract and normalize the minimum PHP version and ext-* requirements. bin/cecil now queries these requirements and exits on error. SiteDoctor uses the same extracted data to check PHP version and extensions (reporting errors) and falls back to a warning if composer.json cannot be parsed.
