fix: path argument in site existence check

Use $this->getPath(false) when calling locateConfigFile in the NewSite command's existence check. Previously locateConfigFile received $this->getPath(), which could resolve a different path and cause incorrect detection of an existing site. This change aligns the call with the other getPath(false) usage and prevents false positives when prompting to override a site.
