feat: add player contracts scraper and pipeline hardening (#112)

## Description

Adds a Basketball Reference player contracts scraper and lands
supporting ingestion pipeline updates for testing, CI quality checks,
and odds scraping reliability.

### Added

- `get_player_contracts_data()` scraper with current-season-only
contract upserts
- CI quality job for ruff and ty, plus expanded unit/integration test
coverage
- Testcontainers-based Postgres test setup and pre-commit hooks

### Updated

- Odds scraper for code improvements
- Python 3.14 dependency lock, Dockerfile prod-only sync, and lint/type
fixes

### Deleted

- `docker/docker-compose-test.yml` in favor of Testcontainers
