Replace modal implementation with HTML's Dialog element and native API (#2864)

This PR refactors the Modal component away from a custom JavaScript implementation to use the native dialog HTML element and API instead. Documentation and code examples have been updated to reflect these changes.

This partly resolves issue #2822

**Additional changes**

- `modal`: Size modifier scaling has been improved to more predictable increments.
