fix: set Python3_ROOT_DIR in CMakePresets base preset

Point Python3_ROOT_DIR to dal-python/.venv so CMake finds the correct
Python with dev headers on systems where the default system Python
lacks Development.Module. Uses  (portable across machines).
CI already creates the venv at dal-python/.venv.
