fix: resolve Codacy findings in Playwright config

Drop the type-guard cast in chromeLibraryPath in favor of explicit
existence checks, which also avoids calling existsSync on the
colon-separated LD_LIBRARY_PATH value.

Exclude playwright.config.ts from Codacy: its fs-based discovery of the
locally provisioned Chrome binary trips the non-literal-fs-filename
security rule, a false positive for test-only tooling whose paths derive
from the repo layout rather than user input.
