feat(bb_pub): add bb_pub_pause/resume to quiesce publishing (e.g. during OTA) (#409)

- add bb_pub_pause(), bb_pub_resume(), bb_pub_is_paused() to public api
- bb_pub_tick_once returns BB_OK immediately when paused (no sample_fn or sink calls)
- bb_pub_test_reset clears s_paused flag
- 6 new tests: pause stops publishing, resume restores it, is_paused state,
  idempotent pause, safe resume-from-not-paused, test_reset clears flag
- note pause/resume in CLAUDE.md bb_pub section
