refactor: consolidate /api/{mqtt,httppub,pub} into /api/telemetry sections (#407)

New bb_telemetry component owns GET/PATCH /api/telemetry with a section-extender
registry; bb_mqtt/bb_pub/bb_http_pub register mqtt/http/publisher sections (publisher
read-only). Removes the standalone bb_{mqtt,pub,http_pub}_routes components and their
/api/{mqtt,httppub,pub} endpoints. esp_timer REQUIRES on bb_pub_telemetry (bb_clock);
bb_http_resp_set_type fix.
