feat: add doctor:seo command with docs and tests (#2408)

Introduce a new CLI command doctor:seo that builds the site in dry-run mode and audits rendered HTML pages for common SEO issues (title, meta description, canonical URL, H1 structure, Open Graph tags, img alt attributes, content length, lang attribute). Adds the command implementation (src/Command/DoctorSeo.php), registers it in Application.php, and updates English and French command docs with usage, options (--format, --include-virtual, --page, --config) and configuration examples. Also adds integration tests (tests/IntegrationCliTests.php) to validate text and JSON outputs and the include-virtual option.
