Refactors CI workflows to distinguish core, frontends and target tests (#756)

* moves cuda tests into separate workflow

* adds npbench rocm tests

* sets pythonpath env

* fixes DeviceToHost data transfer for rocm

* updates device flags for rocm tests

* avoid exit code 5 for empty tests failure

* disable empty tests due to pytest error code
